Shri Baldev Mahajan was born on 24 th July, 1934 and has done his MA (English Literature) University of Delhi.
Joint Director/Director of the National Institute of Educational Planning and Administration (NIEPA), New Delhi, positions equivalent to Pro-Vice-Chancellor and Vice-Chancellor of a Central University, respectively, (June 1991 to July 1994). Formerly Joint Secretary, Government of India (Retired in June 1991). After superannuation from NIEPA in 1994, worked for two years as a Consultant at the Institute, directing the project on All-India Survey of Educational Administration.
More than 30 years' experience in educational planning and management. In addition to the posts mentioned above, held key positions in the erstwhile Ministry of Education and the Department of Education, Ministry of Human Resource Development; and as Commissioner in Kendriya Vidyalaya Sangathan (Central Schools Organisation); Secretary in the Central Board of Secondary Education and Programme Officer in the Asian Institute of Educational Planning and Administration (sponsored by UNESCO).
Served as a member of the Indian delegation to the Sessions of the General Conference of UNESCO held at Paris in 1982, 1983, at Sofia in 1985 and at Paris in 1987, Confer-ence of the Ministers of Education and Culture of NAM countries, 1983 (Pyongyang, D.P.R. Korea), Commonwealth Education Ministers' Conference, 1984 ( Nicosia, Cyprus) and represented the Government of India at the meetings of the Council of International Bureau of Education, Geneva. Also nominated by the Director-General of UNESCO to serve as member of the Governing Council of UNESCO Institute of Education, Ham-burg.
In 1979, stayed for four months as a Visiting Fellow at the International Institute of Educational Planning, Paris, working on problems relating to educational supervision. Made short study visits to Germany, France and the UK. In addition, made brief visits to Nepal, Bhutan, Burma, Thailand, Singapore and Malaysia in connection with various meetings, seminars and conferences. Visited Thailand in April, 1987, under Unesco's APEID Senior Visitorship Programme.
